May - June Service Change Notice

Notice of Public Hearing Workshops

Delaware Transit Corporation will conduct Public Hearing Workshops to obtain comments on proposed changes to DART First State Bus Service to become effective:

Thursday, May 22, 2008 - Sussex Fixed Route, Resort Transit
Friday, May 23, 2008 Rt. 305 Beach Connection
Monday, June 23, 2008 - New Castle and Kent Counties Fixed Route and Intercounty Service Rt. 301

The proposal includes a pilot for Sunday Service in New Castle Co.; Saturday Service in Kent Co.

Complete Service Change Proposal for DART Bus Schedules by Route

The proposal calls for (by County):
New Castle County:
  • Update running times, where needed, to improve on-time performance or connections with other buses or trains.
  • Newark Transit Hub located between Delaware Ave. and Main St. will open, resulting in service adjustments to Routes 6, 33, 34, 39 and 65 (please see specific Routes for details).
  • Route 6 would terminate at Newark Transit Hub no longer serving the City of Newark Municipal Building.
  • Route 17 would extend 7 non-peak trips (from 9 a.m. to 4 p.m.) from Wilmington to the Riveredge Industrial Park to the new Department of Correction's Probation and Parole Office.
  • Route 28 would change the 4:16 p.m. trip to Wilmington to 4:10 p.m. to make SEPTA R2 Train connections at the Amtrak Station.
  • Route 31, Newark Trolley’s promotional fare of 25 cents would end and the regular fare of $1.15 would be instituted.
  • Route 32, Wilmington Trolley’s new alignment would serve Market Street from Rodney Square to 2nd Street to the Riverfront via Justison Street. It will now be known as the Wilmington Market Street Trolley, no longer serving the Wilmington Train Station, Walnut, Orange, 8th, 11th, 12th or King Streets. The 25 cents fare would be increased to the regular $1.15 fare.
  • Routes 33 & 39 would be extended to the Newark Transit Hub via Delaware Ave. and would no longer serve South College Ave. The 4:05 p.m. trip to Christiana Mall would originate at 11th and West Sts., not serving Orange St.
  • Route 34 time adjustment to existing trip 8:13 a.m. from Main Street to 8:04 a.m. to make connections at Christiana Mall for work trips.  Additionally, Route 34 will terminate at the Newark Transit Hub.
  • Route 55 would extend non-peak trips from Glasgow to Newark, connecting the two areas and serving the Newark Transit Hub via Main Street.
  • Route 65 would be realigned to serve Bank of America on Paper Mill Road (SR 72), eliminating the eastern portion of the route, no longer serving Avon off SR 273 due to low ridership. Route 65 would serve the Newark Transit Hub via new roadway Pomery Lane to Main Street.
Sunday Pilot Proposal for New Castle County for one year beginning June 29, 2008
  • Routes 1, 2, 4, 5, 15 and 33 (to Christiana Mall/Hospital) would operate hourly, and Route 22 operating every 90 minutes from 9 a.m. to 6 p.m.
  • Paratransit Service would be provided via ¾ mile complimentary to the fixed route alignments.
Kent County:
  • Minor time adjustments on Route 101.
Saturday Pilot Proposal for Kent County for one year beginning June 28, 2008
  • Routes 101, 104, 107, 109 and 112 would operate hourly from 9 a.m. to 6 p.m.
  • Paratransit Service would be provided via ¾ mile complimentary to the fixed route alignments after 4:00 pm.
Sussex County:
  • Route 203 will no longer serve Old Postal Lane at Heritage Inn due to low ridership and safety concerns. Bus stops removed due to construction on DE1 will be reinstalled. Resort Transit service will operate from May 22 through September 14.
  • Minor time changes to Route 206 weekday, 212 and 303.
Intercounty Service:
  • Route 301 – No changes
  • Route 305-Beach Connection – No changes.

Statewide Paratransit Services

  • Reservation Time Period/Advance reservation time would be changed from 14 days prior to 7 days prior.
This proposal will be available for public review at most libraries, state service centers, the reception desks of DART First State offices, the DelDOT Administration Building in Dover, and you can view the service change proposal online.

At the hearing, a hearing reporter will officially transcribe comments intended for the record by the public. People unable to attend may send their comments to: DART First State Public Hearing,  P.O. Box 1670, Wilmington, DE 19899-1670. All written and e-mailed comments must be received by April 4, 2008.

Persons having hearing disabilities who need interpreters at the public hearing workshops should contact the Delaware Transit Corporation in writing by March 25, 2008 at the address previously provided for public hearing comments.

The Delaware Transit Corporation has the legal authority in Delaware for initiating public transit service changes as defined in Title 2 Chapter 13 section 1309 of the Delaware Code.
