Express Transaction Program
The Office of Public Carrier is committed to providing the most efficient and professional service possible therefore we have established an Express Transaction Program for the convenience of our Public Carriers. The program is designed to shorten the time experienced by Public Carriers when renewing, adding, removing or transferring vehicles in-person at the Office of Public Carrier located at 119 Lower Beech Street Wilmington, DE.
Participating in the Express Transaction Program is easy. You need to be an existing Certified Public Carrier. You need to let the Office of Public Carrier know when you anticipate arriving at the office. You need to provide the information contained in the Express Transaction Form that is located below. Lastly, you need to bring your “Passed” DMV Inspection Report, a valid vehicle insurance card, form of payment and any other document the Office of Public Carrier may request.
The Office of Public Carrier will start the transaction process and have all appropriate documents completed when you arrive. The Office of Public Carrier will complete the transaction by verifying the provided information with the documents you bring to the office and processing your payment.
To start the Express Transaction Process you can complete the Information Form that is on this page and fax it to the Office of Public Carrier at 302-577-1042, or e-mail it to DART_PublicCarrier@delaware.gov. The information requested by the Information From can also be provided to an Office of Public Carrier Official by calling 1-800-652-3278, Prompt 7.
Please note that the Office of Public Carrier cannot process any Express Transaction requests on the same day if the request is submitted after 3:30 pm on that day.
